SUBCOUNTY AND WARD ADMINISTRATORS URGED TO MAKE THEIR OFFICES FULLY FUNCTIONAL TO IMPROVE SERVICE DELIVERY

County Secretary Philip Meli has issued a strong call to Subcounty and Ward Administrators to make their offices fully operational and to refocus on their core mandate of delivering services to the mwananchi.

Speaking during a meeting with the administrators, Mr. Meli emphasized the critical role these offices play as the face of county government at the grassroots level.

“You are the government at the lowest level,” he said. “Our offices must serve their intended purpose, which is to bring services closer to the people.”

He called on the administrators to reinstate and restore functionality of their respective offices, noting that they are a creation of the county government and must not remain dormant.

Mr. Meli also underscored the importance of intergovernmental coordination, urging administrators to foster collaborative relationships with the national government and institutions such as the Alternative Justice System (AJS). He stressed that such partnerships are essential for resolving disputes and improving service delivery within communities.

The County Secretary further announced the rollout of performance contracts across county departments, stating that the framework will cascade from directors down to the lowest levels of administration. Ten county departments will be recognized and awarded based on clearly defined deliverables.

“Work plans and appraisals must not be a formality. They must reflect real performance. Each of you must demonstrate clear accountability and results,” he said.

He reassured the administrators that the county government remains committed to supporting them, adding that the leadership is doing its best to provide the necessary tools and environment for effective service delivery.

County Executive Committee Member for Public Service Management, Janet Kurgat, reaffirmed her commitment to creating efficient, people-centered, and well-equipped public offices.

“To ensure that you have beautiful offices, I have anchored my work on teamwork. When we share ideas, we roll out work easily. Let us show the way,” she said.

Kurgat praised the county’s public servants for their dedication and stressed the importance of communication as the backbone of public service delivery.

“Communication is an essential part of our work an integral pillar in everything we do. It connects teams, informs citizens, and drives change,” she remarked.

She encouraged county staff and departments to amplify the work of government, reminding them that collaboration, innovation, and transparency are key to restoring public trust and enhancing service delivery.

“Let’s walk this journey together,” Kurgat urged.
