Effective management is the heartbeat of efficient service delivery, County Secretary Philip Meli has said, urging facility managers to embrace strong leadership principles to enhance daily operations across health facilities.
Speaking at a forum with facility managers, Meli inspired managers to embrace their vital roles in government service. He urged them to lead with vision, purpose, and accountability, taking concrete actions to elevate operations and make a meaningful difference for residents each day.
The County Secretary underscored the importance of understanding organisational behaviour, stating that outcomes depend on people, not systems. He urged managers to take active responsibility for prudent staff and resource management, intentionally plan for their facilities, and regularly align activities with approved work plans.









Managers must take timely actions within planned activities to uphold continuous, quality services. Meli stressed acting decisively and consistently seeking information needed for sound decisions.
Meli further challenged managers to invest in their teams through counselling, mentorship, and advisory support, while developing models and strategies that motivate staff to perform at their best. He reminded officers that professional etiquette, punctual reporting, and diligent execution of duties are non-negotiable standards in public service.
On her part, Chief Officer for Public Service Management Ruth Samoei urged facility managers to act as ambassadors of the government by consistently offering ethical, efficient, and people-centred services to residents.
The forum was attended by the Director of Medical Services Dr Evans Kiprotich, Director of Planning in the Office of the County Secretary, Florence Lagat; the Director of Human Resource Management, Nathan Koech; the Director for Promotive and Preventive Health, Laban Kiprop; and the Director of Nursing, Betty Chirchir.
