The newly appointed County Executive Committee Member for Sports, Youth Affairs, ICT, and Innovation, Mr. Robert Kemei, has underscored teamwork and dedication as key drivers of excellence in service delivery.
Mr. Kemei, who brings extensive experience in the arts and content creation, emphasized that collaboration and idea-sharing will be central to his leadership approach.
He takes over from Eng. Lucy Ng’endo, who has since transitioned to the Department of Education.
Speaking during the official handover ceremony at the County Headquarters on Monday, Mr. Kemei stressed the importance of keeping the ICT and Youth dockets vibrant and dynamic.






“I intend to create a platform for sharing ideas because we are dealing with departments that must remain active and responsive at all times,” said Mr. Kemei.
“The youth need access to ICT pathways to explore opportunities in the expansive digital space. That is exactly what H.E. the Governor envisions in his youth agenda, and we are ready to deliver.”
At his inauguration, shortly after taking the oath of office, Mr. Kemei had already signaled a proactive approach:
“We’ll be going right into the villages to identify young talents in sports, innovation, and the arts—and provide them with platforms to thrive.”
Ougoing CEC Eng. Lucy Ng’endo reflected on her tenure with gratitude and offered words of encouragement to her successor.


“I have received immense support and learned a lot over the years. Teamwork is essential in achieving any set goals. I hope everyone will extend the same support to our new County Executive,” she said.
During the handover, Chief Officers Victorine Kapkiai (Sports and Youth Affairs) and Nathan Korir (ICT and Innovation) affirmed their departments’ commitment to implementing Governor Dr. Jonathan Bii’s vision for youth empowerment and technological advancement.
Also present were departmental directors: Henry Mukolwe (Sports), Titus Mengich (ICT), Meshack Chemwor (Youth Affairs), Nicholas Busienei (Administration and Planning – Youth and Sports), Dr. Charles Nyabayo (Administration and Planning – ICT), Albert Tarus (Innovation), and Aurious Menjo (Deputy Director – Sports), along with staff from the two departments.
