COUNTY-KRA DIALOGUE SETS STAGE FOR SMARTER TAX ADMINISTRATION

In a consultative meeting held to enhance tax administration and strengthen institutional collaboration, the County Government of Uasin Gishu engaged the Kenya Revenue Authority (KRA) in discussions aimed at boosting compliance and optimizing revenue collection. The session brought together senior county officials and a KRA delegation led by Commissioner Risper Simiyu, who oversees large and medium taxpayers.

Discussions centered on aligning strategies to improve revenue performance, with a strong focus on data-driven decision-making, stakeholder engagement, and long-term partnership.

Uasin Gishu Deputy Governor H.E. Evans Kapkea, who chaired the meeting, reaffirmed the County’s commitment to sound fiscal management. He noted that Governor Dr. Jonathan Bii fully supports efforts to ensure all departments meet their tax obligations and maintain a strong relationship with KRA. “Holding such engagements at the beginning of the financial year offers a timely platform to evaluate performance and identify areas for improvement,” he said.

Commissioner Simiyu stressed the importance of rethinking revenue administration approaches, especially within the public sector, which directly engages with government institutions. “With accurate data, you gain visibility, and visibility enables better collection,” she emphasized.

Acting CECM for Finance, Hon. Abraham Serem, proposed quarterly review meetings between the County and KRA to ensure consistent alignment and smooth execution of joint goals. He further suggested direct engagement with contractors and suppliers to promote inclusive dialogue and better compliance.

Chief Officer for Finance, Mr. Edwin Kipkorir, commended KRA for its recent training support to the County’s finance department and requested the extension of similar capacity-building programs to revenue staff. He also recommended convening a joint sensitization meeting with county suppliers to educate them on their tax obligations. “As a County, we remain compliant in all statutory remittances,” he added.

County Attorney Mr. Sylvester Metto underscored the value of institutional synergy, noting that collaboration reduces friction and fosters mutual understanding. He encouraged KRA to support further partnerships through corporate social responsibility (CSR), knowledge exchange, and technology transfer.

City Manager Elseba Busienei called upon KRA and other stakeholders to unite efforts in uplifting Eldoret and promoting sustainable urban development.

Both parties agreed on the need for ongoing collaboration and resolved to establish a dedicated working group to coordinate future activities. These include supplier sensitization forums, adoption of the Electronic Tax Invoice Management System (eTIMS), capacity-building programs, and quarterly performance reviews to strengthen revenue mobilization and compliance.
