UASIN GISHU STRENGTHENS HUMAN RESOURCE CAPACITY THROUGH INTEGRATED PERFORMANCE MANAGEMENT TRAINING

Human Resource Directors, Human Resource Officers and Human Resource Assistants from across the County Government of Uasin Gishu have undergone training aimed at strengthening performance management and ultimately improving service delivery to residents.

The training, held at the City of Eldoret Social Hall, focused on Performance Contracting, Performance Appraisal and the tools used in assessing employee performance, while also examining the critical link between Performance Contracts and Performance Appraisal.

Speaking during the training, Director of Performance Management Josephat Rotich emphasised the importance of an integrated approach to performance management, noting that clear targets, continuous monitoring and objective appraisal are essential in building an accountable and results-oriented public service.

The training further covered the preview of the Training Policy and Labour Laws in the Public Service, equipping Human Resource practitioners with knowledge on the policies and legal frameworks that guide the management of employees in the public sector.

Rotich explained that a Performance Contract is an agreement that sets clear, measurable targets and expected results within a specified period. The session explored the expected outcomes of performance contracting, structures and proposed parties to performance contracts, determination of Performance Contract targets, as well as experiences, lessons learnt and challenges encountered in implementing performance management.

Participants also examined the role of the Annual Development Plan (ADP) in performance management, particularly its importance in linking County priorities, departmental targets and individual responsibilities to measurable results.

The initiative is anchored on Nguzo Number Nine of Governor Dr. Jonathan Bii’s administration, which promotes a responsive public service through continuous training, capacity development and career progression and promotions are aimed at equipping staff with the necessary skills and motivation to perform their duties effectively.

The training also comes as the County seeks to strengthen its public service management framework through the proposed introduction of a Public Service Management Act, which will provide a stronger basis for managing human resources, performance and accountability.

Ultimately, the training underscored one common objective: to transform performance management from a routine administrative exercise into a practical tool for delivering quality, efficient and responsive services to the people of Uasin Gishu.

Key areas covered during the training included: introduction to Integrated Performance Management; relevant legal provisions for implementation of the Performance Management System in County Governments; staff performance appraisal; the link between Performance Contracts and Performance Appraisals; provisions of the approved 2026 Training Policy; and Labour Laws governing County Public Services.

Human Resource Assistant Directors Wilfred Nyabando (Performance Management) and Erick Ombok (City of Eldoret) were also present.
