Francesca Boen is the Chairperson of the second County Public Service Board of Uasin Gishu. She is a seasoned Human Resource Expert with over three decades of managing Human Resources across the country. She has great strengths in manpower planning and development, administration, strategic leadership and organizational change management. She also has a wealth of experience in teaching.

She holds a Master’s degree in Business Administration (MBA) from the University of Nairobi. She also holds a Bachelor of Education (Arts) from the University of Nairobi.

1. She is a member of the Institute of Human Resource Management (IHRM). She has served as the Deputy Director Human Resource Management and Administration at the Kenya Urban Roads Authority (KURA), Assistant Manager Manpower Planning and Development at the Kenya Post Office Savings Bank (Postbank) among other key positions.
